Newbury Conservation Commission (NCC)
September 13, 2016
Members Present: Katheryn Holmes, Chair; Eric Unger, Vice-Chair, Bill Annable, Alternate.
Russell Smith, Select Board Member was in attendance.
Ms. Holmes called the meeting to order at 7:11 p.m.
ADMINISTRATIVE
Minutes
The NCC reviewed the minutes of August 9, 2016 and made corrections. Mr. Unger made a motion to accept the minutes as corrected. Mr. Annable seconded the motion. All in favor.
INTENT TO CUT:
- Scannello Tax Map/Lot# 16A-139-078 – Application is incomplete. Discussion took place regarding frontage on Blodgett’s Landing and steep slopes.
- Michie Intent to Cut Site Review – The Board of Selectmen sent a letter to Mr. Michie stating that the Board reviewed the Intent to Cut for High Point Road. They stated that based upon their site inspection meeting on August 16, 2016, the Intent to Cut will be denied until the Board is able to review their building plan and forestry plan.
- Intents to Cut for the following: Kevin Daniel, Peter Moore, Ken Brown, Daniel Realty were all approved at the August 22, 2016 Board of Selectmen meeting.
BUFFER ZONE CUT:
The following Buffer Zone Cuts have been found to be in compliance:
- Ralph & Kathleen Verni, 115 Grace Hill Road, Newbury. Tax Map/Lot # 15-313-122. Request to take down large king pine tree with lightening rod. Tree count was in compliance. Approved.
- Dean & Donna LeBaron 119 Grace Hill Road, Newbury. Tax Map/Lot # 15-308-097. Old king pine tree to be taken down. Tree count was strong and in compliance. Approved.
- Timothy & Marianna Croweley, 125 Bay Point Road, Newbury. Submitted a tree cutting application and Code Enforcement Officer wrote a letter to the homeowner stating that permission is granted to remove the tree closest to the home. The other two trees were denied. Permission was also granted for a dead birch tree on the southern corner of lot.
- Reported of Tree Cutting – Chalk Pond (no application) – 34 Gerald Drive –Signore Rev. Trust and 8 Gerald Drive – Ruth Ellis –The Code Enforcement Officer wrote two violations for a clear cut without approval as well as come cutting down by the water.
- Town of Newbury Tax Map/Lot # 20A-223-348L on Route 103 – 2 Dead Trees and 1 Live Tree. Approved.

COMMUNICATIONS
- 2016 Municipal Law Lecture Series (hand out at meeting)
Ms. Holmes distributed the 2016 Municipal Law Lecture Series and discussed the lectures that will be offered.
- NH Sustainable Forestry Initiative – Ms. Holmes gave information regarding this event to Mr. Unger.
OLD BUSINESS
Review Invitation to our Lakes/Ponds Gathering next meeting.
Ms. Holmes said she will be light refreshments to this meeting. The regular NCC meeting will take place from 7:00 p.m. – 7:30 p.m. and June Fichter will be presenting at this event as well as Ms. Holmes.
NEW BUSINESS
New Intents to cut were presented by Ms. Holmes. They will be reviewed and discussed at the next meeting.
Master Plan –
Mr. Smith said that they had a good turnout for this event. There was a brief discussion regarding this meeting.

Ms. Holmes made a motion to adjourn the meeting. Mr. Annabel seconded the motion. All in favor.
